Armenian Parliamentary Speaker Alen Simonyan has said that his country does not rule out the possibility of discussing unblocking of regional communication routes with Azerbaijan bilaterally.
This suggests that negotiations could occur without Russia, which previously served as a mediator in these talks.
“Everything is possible. I must say that we are moving towards a positive outcome through small, very small bilateral steps,” Armenian Parliamentary Speaker Alen Simonyan told reporters, without providing further details.
The unblocking of regional communication routes is stipulated by the trilateral peace agreement signed by Azerbaijan, Armenia and Russia following the war between Baku and Yerevan in November 2020.
The last meeting of the trilateral commission occurred in June 2023, however, Moscow maintains that "unblocking is only feasible with Russia's participation."
Mher Grigoryan, Deputy Prime Minister and co-chair of the Armenian State Commission on border delimitation, recently noted that trilateral working group meetings are stalled due to “fundamental disagreements.” This likely refers to disputes involving Russia related to sovereign control over these routes. Armenian officials assert that no part of the country can be overseen by a third party, while Moscow seeks to control these routes.
